Trustworthy Sequencing Between Human Capability and Institutional Action

The Institutional Bridge is a distinct methodology created by Dr. Ami Zara. Pellicano may use it where a project needs clearer stages, responsible handovers and follow-up; the Foundation’s mission and capabilities remain independent.

The continuity problem

A person moving between stages may have to repeat their story, may not know who decides or may hear nothing after a referral. The Institutional Bridge was designed to organise these breaks: it clarifies the situation, prepares proportionate information and identifies responsibility for each step.

Origin and authorship

The Institutional Bridge is a programme, methodology and framework created and designed by Dr Ami Zara. This intellectual attribution is distinct from Dr Zara’s executive role at Pellicano. The framework creates no new legal person or public authority, and not every Foundation project needs it.

A workable sequence

The route starts by hearing the person’s situation and choices. The need, relevant evidence and options are then organised; the decision-maker and conditions for the next stage are identified; a handover uses only necessary information and its outcome is followed up. Each stage can be brief or more detailed according to the project.

Use in a Pellicano project

In an illustrative skills programme, the Foundation might design introductory learning, a training centre might decide on admission and an employer might independently assess a job opportunity. The Bridge could organise timing, required information and follow-up. It does not replace the centre’s decision, the employer’s hiring decision, clinical treatment or credentialing.

Added value and limits

Pellicano can deliver social, educational or cultural projects without the Bridge. Where several parties or stages are involved, it can clarify responsibilities, reduce breaks and record handovers. Its value lies in a clearer route, not a guarantee of admission, an outcome or a transfer of authority to the Foundation.
