Independent Institutional Foundation
Pellicano Foundation: From Human Support to Lasting Opportunity
At PIETA DEL PELLICANO Charitable Foundation, we connect support with dignity, ability and individual choice. Immediate needs matter, alongside the possibility of continuing towards learning, participation, professional readiness and responsible cooperation.

Philosophy & Foundational Mandate
Independent identity and human dignity
We connect support with dignity, capability and choice, defining a clear challenge and responsibility for each programme.
Our development framework spans social and educational programmes, culture, research and local or cross-border cooperation. It is not a list of active services: each project needs a defined audience, delivery responsibility, resources and outputs.
Pellicano has an independent identity and mission. Direct, joint and commissioned delivery, support and referral offer different ways to participate. The Institutional Bridge can strengthen continuity in suitable projects; the Foundation and its capabilities do not depend on it.
Twenty Institutional Capability Dossiers
Twenty capability areas describe the Foundation’s role and development conditions.
Five Institutional Delivery Models
The Foundation has five delivery models, ranging from direct implementation to responsible referral. Each applies according to project resources and authority.
Direct Delivery
The Foundation may fund, organize and manage a project directly under its own responsibility.
Joint Delivery
A project may be co-designed and delivered with partners under an agreed governance framework.
Commissioned or Contracted Projects
Defined public-interest outputs may be delivered under an authorised service contract.
Support and Capacity Development
The Foundation may offer institutional support, learning frameworks and advice to local groups.
Referral and Coordination
Where licensed or statutory services are required, beneficiaries may be prepared and referred to the competent provider.

Created and intellectually authored by Dr. Ami Zara, The Institutional Bridge is an independent programme, methodology, and coordination framework. It does not create the Foundation’s legal identity or underlying capabilities; rather, it provides a disciplined coordination architecture for complex, multi-jurisdiction initiatives.
