A sequence with an owner for every decision
The Bridge offers a flexible sequence: understand the situation, prepare proportionate information, establish responsibility, make an authorised handover and follow up. The exact steps depend on the project and jurisdiction.

Understand before inviting action
A route begins with its purpose, intended audience, current status and the choices a person actually has. It should identify what is outside scope. No application or disclosure should be requested simply because a page can display a button.
Prepare what is needed
The responsible actor identifies the minimum information, evidence and accessibility support needed for the next step. The person should know why information is requested, who may receive it and how to ask for help. Preparation can include learning, translation or practical orientation without being presented as a qualification.
Assign authority before handover
The Foundation, a partner and any specialist should state who coordinates, who decides, who issues records and who handles safeguarding and data. A handover requires an authorised recipient and an agreed purpose. Pellicano’s coordination does not transfer admission, licensing, clinical, academic or employment authority.
Handover and follow-up
A good handover says what was sent, to whom, under which authority and what the next expected response is. Follow-up asks whether the route remained understandable and whether a correction, pause or another referral is needed. Silence, delay or a technical failure must not be presented as a decision about the person.
Records and learning
Activity, an immediate output and a longer-term outcome are different claims. A project can record that a handover occurred without claiming that the person was admitted or benefited. Results require their own period, method, responsible source and limitations. The method should be revised when evidence identifies a gap.
Safe stopping conditions
If a responsible party, authority, resource, privacy rule or support route is missing, the route should remain unavailable or pause. The person should be told what is known and where a legitimate question can go. An attractive interface cannot make an incomplete process operational.
