From disconnected steps to a route people can understand
The Institutional Bridge addresses the distance between a person’s abilities, needs and aspirations and the practical ways responsible institutions can engage with them. It is a proposed method for clarity and continuity, not a substitute for the Foundation’s own programmes.
Dr. Ami Zara — Creator of the Institutional Bridge

The gap is more than missing information
People may receive useful information yet still be unable to see who is responsible, what choice exists, what evidence is needed or what follows a referral. Institutions may want to help while being uncertain about scope, data and authority. The problem is therefore a sequence of relationships and decisions, not merely a shortage of web pages or educational content.
Dignity and choice
A person should be able to understand the purpose of a route before sharing information or accepting assistance. The method aims to make options, limits and responsible actors legible while respecting the person’s pace and right to decline. A clearer path can support participation; it cannot guarantee a particular outcome.
Institutional independence
A useful bridge connects without absorbing. Pellicano may coordinate or deliver a defined part of a project within its own mandate. A school, public body, clinic, employer or specialist retains its own standards and decisions. Cooperation requires a real agreement when roles, information or obligations cross organisational boundaries.
What the programme seeks
The intended value is fewer unexplained transitions, proportionate preparation, identifiable handovers and a route for questions and correction. These are design aims. They must be tested in real, authorised projects before any claim about effectiveness or scale is made.
An illustration, not a result
Imagine an individual interested in a skills route. Pellicano could offer an introductory learning activity, a training partner could decide admission and a specialist could provide advice within their competence. The Bridge could make the handoff and follow-up explicit. The illustration establishes no active service, partner agreement or personal result.
