Government and Municipal Cooperation
Challenge and audience
Local needs may concern service delivery, better information or wider participation. Pellicano’s proposed role extends beyond referral: depending on capacity and project conditions, it may undertake defined design, delivery, support and reporting tasks.
Municipalities require agile, trustworthy civil partners for localized social inclusion.
The Foundation’s independent role
Possible foundation role: propose cooperation subject to signed agreements with public bodies.
Initiative design by the Foundation; delivery requires the relevant authority's agreement.
An illustrative route
In an illustrative local-access project, a municipality might provide a venue and public information while the Foundation designs learning and volunteer coordination. Tasks, budget, safety and acceptance are set in an agreement. A delivery plan and participation report could follow; public decisions remain with the municipality.
Possible cooperation agreements, shared community programmes and needs assessments.
Delivery and starting conditions
Commissioned Projects, Joint Delivery
For a municipal project, we define roles, resources and any agreement required for that activity and jurisdiction before starting joint delivery.
