International Cooperation
Challenge and audience
Cross-border cooperation needs to move from shared interest to workable responsibilities. Language, timing, resources and institutional procedures require clear design. A project’s international ambition must also remain distinct from the Foundation’s legal status.
Maintaining non-political civic dialogue channels amidst international tensions.
The Foundation’s independent role
Possible foundation role: convening multilateral non-governmental forums and comparative civic policy studies.
Institutional communication within authorised representation.
An illustrative route
An illustrative knowledge exchange between groups in two countries could begin with a shared question, translated sessions and a usable output. The Foundation could design and coordinate the programme; each institution decides its own commitments. Outputs might be a joint brief or learning tool, without diplomatic title or government representation.
Cross-border dialogue, possible joint statements and charity-network exchange.
Delivery and starting conditions
