Clear Responsibilities, Accountable Delivery
Clear responsibility is the basis of accountable decisions and delivery.
Who decides what
The Foundation’s purposes, day-to-day management, a decision to start a project and professional judgement are distinct. For each proposal, the route should identify who reviews it, allocates resources, leads delivery and accepts any specialist outcome. Roles are defined in the agreement and records for that project.
Executive management
Dr Ami Zara is Director-General and Chief Executive Officer of the Foundation. This role concerns executive direction, coordination and strategic development. Dr Zara’s intellectual creation of the Institutional Bridge is a separate role. Neither an executive title nor authorship gives the Foundation the professional authority of a university, clinician, employer or public body.
Accountable project decisions
Before work starts, the problem, audience, delivery lead, budget, necessary data and handover points should be proportionate to the project. Joint delivery needs an agreement on each party’s contribution and on how work may change or stop. Specialists decide within their competence; the Foundation is accountable for the work it accepts and can report.
Clear institutional boundaries
Registered offices and legal authority must be tied to the correct legal person and its records. We do not transfer the identity or powers of Moldovan, Italian and Greek organisations between them. The transparency page describes our proposed approach to decision records, safeguarding and reporting.
