Document access

Access is personal, bounded and reviewable.

A shared permanent password is not used. Approved recipients receive a personal, time-limited code connected to the requested pack.

Coordination, original issuance, independent review, relying decisions and correction remain separate responsibilities.

Document access

1. Identify the request

State your organisation, role, purpose, requested documents and preferred language.

2. Secretariat review

The Secretariat checks identity, purpose, document classification and the authority to release the requested material.

3. Controlled delivery

An approved request receives a personal code, expiry, permitted-use notice and the exact current document versions.

4. Accountability

Access, version and withdrawal events are recorded. Expired or withdrawn documents are not silently replaced.

Implementation, legal, technical and organisation-specific material is released only for a defined purpose, to an identified recipient, through a personal time-limited access code.
