A responsible pathway begins with clarity, not a promise.

The working model connects purpose, people, institutions, evidence and review. Its integrity depends less on the number of steps than on whether each action has a responsible owner, each decision has a competent authority and each record can be understood and questioned.

  1. Understand
  2. Choose
  3. Record
  4. Review
  5. Correct

The operating logic

The final numbered sequence remains under version control. Until the conflicting source formulations are reconciled, the public model uses the following non-numbered logic:

Define before inviting

State the pathway’s purpose, intended participants, boundaries, responsible entities and current status before asking anyone to act.

Establish authority before assigning work

Confirm which entity may coordinate, which institution may decide, who may issue each record and what no party is authorised to do.

Explain before collecting

Tell a person what information is requested, why it is needed, who may receive it, what choices exist and where help can be found.

Keep specialist decisions with specialist authorities

The Programme may support a handoff or make its status visible. The competent institution still makes the admission, assessment, award, professional, publication or other decision within its own mandate.

Record without exaggerating

A record identifies its issuer, subject, type, scope, status, dates and limitations. It does not borrow authority from the visual identity of the Programme.

Check only what can be checked

Verify reports the checks actually performed. An independent assurance organisation may add its own bounded statement, but that statement remains separate from the original record and from the statements of other organisations.

Preserve correction and review

The issuer remains responsible for correcting or withdrawing its record. Each assurance organisation remains responsible for correcting, superseding or withdrawing its own statement. The person should be directed to the right route for the right issue.

Learn without converting activity into success

Evidence is used to decide whether to continue, change, pause or stop. Counts and completion events are not presented as proof of a wider effect without an approved method and supporting evidence.

Original record and independent assurance

The original record and each assurance statement are displayed as separate objects. Every assurance should show its organisation, mandate, subject, source, method, bounded result, items not checked, status, dates and correction route.

The interface must not collapse several statements into a single prestige score, universal tick or “fully verified” badge. More statements do not automatically mean a stronger legal, academic or professional status.

Public information and private workspaces

Public pages explain the model, status, responsible actors and safe next step. Personal information, case work, decisions, documents and operational controls belong in authenticated environments with role-based access and audit records.

A public page is not a substitute for a private process. A private screen is not a public claim that the process is live.

Safe failure

When authority, evidence, status, access or a responsible route is missing, the system stops safely. It should say what is unavailable, avoid revealing protected information and provide a valid recovery route where one exists.
