Only a defined and approved route should ask a person to act.
A pathway is not simply a page or an invitation. It is a controlled arrangement with a purpose, responsible actors, decision rights, evidence, records, safeguards, limitations and a current status.
- Proposed
- Under review
- Paused
What every pathway must show
- its purpose and intended participants;
- the responsible legal entity and specialist decision-maker;
- the role of the Lead Operating Entity, if any;
- any independent assurance organisation and the exact scope of its check;
- eligibility or participation criteria without a promise of selection;
- dates, language, delivery mode and accessibility route;
- information requested and the reason for requesting it;
- records, issuers and limits on their meaning;
- help, safeguarding, correction and review routes;
- current status, last review and the owner of that status;
- an action that changes safely when the status changes.
Status comes before the directory
Preparing means the pathway is still being defined and no application or participation action is available. Open may be used only when authority, criteria, dates, responsibilities, information notices and release approval are current. Paused means new action is temporarily unavailable while the pathway or its controls are reviewed. Closed means the pathway does not accept new action; the page should preserve the status, explanation and any valid record or support route. Withdrawn means the responsible entity has ended the pathway or removed its public authority. It must not continue to appear active through cached actions or promotional language.
Service availability
No pathway is currently listed. A directory entry will appear only when its source record, responsible entities, public wording and release decision have been approved.
This empty state is intentional. It protects people from acting on an incomplete route and protects institutions from being represented before their authority and relationship are documented.
Before acting on a future pathway
A reader should be able to answer four questions:
- What is this pathway actually for?
- Who coordinates, who decides and who issues each record?
- What information or action is requested from me, and why?
- Where can I pause, ask a question, correct a record or request review?
If a page cannot answer those questions, it is not ready to ask for action.
